The second-generation Cadillac De Ville was produced from 1961 through 1964 on GM's full-size C-body platform. Overseen by Bill Mitchell, the exterior design shifted toward crisp, tailored lines with reduced tailfins and lower rocker skeg fins. In 1964, a two-door convertible joined the established line of hardtop coupes and 4-window / 6-window hardtop sedans. Yearly updates refreshed the front grille mesh, bumper moldings, and lighting layouts to align with evolving 1960s design trends.

Early models (1961–1962) used the 390 cubic-inch (6.4-liter) V8 rated at 325 horsepower. A redesigned lightweight 390 V8 arrived in 1963, followed by a larger 429 cubic-inch (7.0-liter) V8 delivering 340 horsepower for 1964. The 1964 model introduced GM's three-speed Turbo Hydra-Matic TH400 automatic transmission and Comfort Control automatic climate system, alongside standard power steering and dual-circuit brakes.
